The Vietnam steel association ( VSA ) has called for a high level of fraud against steel imports, and the government should maintain a range of steel quality and management controls, particularly for imported steel and support for the local steel industry.
The Vietnam steel association ( VSA ) has called for a high level of fraud against steel imports, and the government should maintain a range of steel quality and management controls, particularly for imported steel and support for the local steel industry. In response to the Vietnam Ministry of trade industry ( moit ), it said it plans to eliminate administrative procedures in 17 areas this year, including the steel sector, to ease the demand for steel industry. 

As early as December 2015, the Vietnamese government issued a circular on the quality management of domestic and imported steel to prevent some exporters from using zero tariff imports to cause damage to local producers. Trade fraud includes imports of alloy steel such as 0.0008 % boron, which can prevent imports of alloy steel from zero tariff. 

The chairman of the Vietnam iron and steel association said it hoped the government would maintain the notice to support the local steel industry. Strengthening the quality management of imported steel has been effective in stabilizing the domestic market, with Vietnam imported steel 2,300 tons last year and the fifth in the industry. The association recommends that it continue to restrict the import of domestically produced steel, while simplifying the import of hot-rolled and cold-rolled Fei steel products that are not yet produced domestically to ensure the demand for downstream industries. 

In particular, the association points out that the construction of steel as alloy steel from China enjoys zero tariff, which is an unequal competition for local producers and importers. On the other hand, Vietnam's steel exports to the rest of the world are likely to be suspected of evading anti-dumping duties as a result of trade measures such as safeguards for Chinese steel in many countries.
